Studies

He was born in the city of Buenos Aries on November 19th, 1963.

He attended the San Pablo school, where he completed his high school studies in 1981.

He graduated as a Lawyer from the University of Buenos Aires in 1987, and as a Bachelor of Philosophy from the Pontifical Lateran University of Rome in 1990.

He was awarded a Magister degree in Administrative Law by the Austral University in 1993, and a PhD in Law by the University of Valladolid in Spain in 2002.

He also completed update post-graduate studies in Oil & Gas Law at the University of Buenos Aires in 2008.

Background

From 1983 to 1989, he worked at the Federal and Criminal Courts of Original Jurisdiction of the Capital City, where he moved up to the position of Deputy Clerk.

During 1990 and 1991, he worked at Cárdenas & Otero Monsegur law firm as a junior lawyer, in the Department of Civil and Commercial Law.

From 1991 to 2004, he worked as senior lawyer at the Cárdenas, Cassagne & Associates law firm, specifically at the Department of Administrative Law from 1993 onwards.

In 1996, he served a three-month internship at the Squire, Sanders & Dempsey law firm, based in Washington, D.C., at its Department of Antitrust Law.

In 2005, he joined Cassagne Abogados law firm as Partner. His practice fields are: general Administrative Law, public utilities, economic regulation (specifically, hydrocarbons), and Administrative Law.

He has developed an intense activity as a professor of graduate and post-graduate university at different institutions since 1994: Argentine Pontifical Catholic University, Catholic University of La Plata, University of Belgrano, University of the Social Museum, School of State Attorneys Corps, University of Piura (Peru).

Since 2006, he has chaired the subject of Administrative Law at the School of Law and Political Sciences of the Argentine Pontifical Catholic University.

From 2009 to 2013, he served as Guest Lecturer on economic regulation and public aid, at the Post-graduate Program in Administrative Law, at the University of Piura, Peru.

Since 2003, he has chaired the subject of Public Domain as Full Professor, in the post-graduate specialized studies in Economic Administrative Law of the School of Law and Political Sciences of the Argentine Pontifical Catholic University and, since 2012, he has chaired the subject of Administrative Intervention as tenured professor at the same post-graduate program.

Since 2013, he serves as Assistant Professor on Constitutional Jurisdiction, Constitutionality Control and Constitutional Judiciary, in the post-graduate studies in Constitutional Law, at the School of Law and Political Sciences of the Argentine Pontifical Catholic University (subject chaired by Esq. Alberto B. Bianchi).
