He was born in the city of Buenos Aires, Argentina, on August 20th, 1970.

He graduated as a Lawyer from the University of Buenos Aires in 1995.


Background

He served at Cárdenas, Cassagne & Associates from 1995 to 2005, when he joined Cassagne Abogados law firm.

Since 1995, he has rendered advice and legal representation to different electric power distributing companies as to rates, regulations, contracts, public aids, and complex litigations.

He rendered advice and legal representation regarding international arbitrages before the International Center for Settlement of Investment Disputes (CIADI) at the World Bank (Washington D.C.) and before the International Chamber of Commerce (ICC), based in Paris.

He renders legal representation to different companies as to the application of the Supply Law No. 20680.

He rendered advisory services to the Association of Electric Power Generation Companies of the Argentine Republic (AGEERA) and to the Association of Electric Power Distribution Companies of the Argentine Republic (ADEERA) in matters related to his specialty field.

He is a specialist in complex litigations related to the electric power market, particularly experienced in cases at federal administrative venues and at the Supreme Court of Justice of the Nation.

He renders advice and legal representation to public utilities companies (gas, telecommunications, newsprint paper, prepaid healthcare).

He provided consultancy and legal representation services to hydrocarbon companies in oil spill cases.

He advises companies regarding industrial promotion projects under different national and provincial legal frameworks on complex matters (i.e., demergers and discontinuance of projects).

He collaborates with the French Agency for the Development of Exporting Companies (Ubifrance), a public agency created by law on August 1st, 2003, under the direction of the Ministries of Economy and Finance, and of Foreign Trade of the French Republic, in matters related to restrictions to international trade.

Academic Background

Speaker at the conference on “Liability of Roadway Licensees”, on 28 November 2008, sharing panel with Esq. Tomás Hutchinson and Esq. Daniela Ugolini, at the course on “Liability of the State”, organized by the University of Belgrano in the second half of 2006.

He served as Assistant Professor on Administrative Law at the Catholic University of La Plata on “Special Administrative Law (Public Utilities)” (2006-2010), subject chaired by Esq. Pablo Quaranta.

Speaker, together with Esqs. Marcelo Duffy and Gustavo Spacarotel, at Panel No. 6, “Inter-administrative Conflicts” in the “III Latin-American Conference on Administrative Law—Administrative Procedure”, organized by the Bar Association of the Federal Capital and the University of Belgrano, from 11 to 13 April 2012.
